If you go with all-weather tires, there is no reason to change as the all-weather tires can be used all year round and will work as winter tires when the winter arrives and will act as all-season tires during the summer. This provides a high degree of safety and convenience for people living in areas that have very changing weather and might not always have winter conditions. In areas where you might not really need winter tires most of the winter season, these will be perfect.
For areas that have long and cold winters with a lot of snow, will most likely use dedicated winter tires that will be alternated with all-season tires. Just make sure that you have changed tires in time before the winter starts.
